I. PURPOSE
a. The Samirian Unity Treaties main goal is the protection of the Death Star and the Death Star's inhabitants.
b. The secondary goal of the Samirian Unity Treaty is the formation of stronger bonds between the regions of Latveria and New York.
II. INVOLVED PARTIES
a. New York has had a strong influence on the Death Star for a long period of time. New York used to be the colonial ruler and protector of the Death Star. Until recently and for short periods in the past, the Death Star was a colony of New York. However, when their instrument of governance within the Death Star collapsed they lost control and continued to be the colonial rulers of the Death Star in name only; New York had no actual influence on the Death Star after the Samirian regime collapsed. However, New York continues to maintain that they are the true colonial rulers of the Death Star.
b. Latveria currently has a very strong influence on the Death Star. Latveria annexed the Death Star with the blessing of Emperor Commander Samir, the legitimate leader of the Death Star. The people of the Death Star currently identify themselves as citizens of Latveria.
c. The Death Star is a colony of Latveria, but views New York's claim as legitimate. The people of the Death Star saw their lands decay and wither away when the first and second Samirian regimes collapsed. New York did absolutely nothing to stop the decay, nations fled from the Death Star as if the Death Star was about to implode. The remaining citizens of the Death Star were shocked and dismayed by the lack of support New York offered to the dying Death Star. That is the basis for the Death Starian secession from New York and annexation by Latveria.
III. SOLUTION
a. The Death star shall be a colony of both New York and Latveria.
1. The Death Star shall maintain an independent government from both New York and Latveria. The Death Starian government shall be led by Commander Samir for the time being.
- The government of the Death Star shall be allowed to have a standing army, trade with any region of the Death Star's choosing, rule in any way the government sees fit, and make their own laws. Citizens of the Death Star shall only be required to follow the laws of the Death Star while in the Death Star.
-- The government of the Death Star may not invade or raid unless the invasion or raid is approved by both Latveria and New York. However, the Death Star may aid in any invasions or raids the Death Starian government sees fit to take part in. The Death Star may also give financial and military aid to any region the government of the Death Star sees fit. The government of the Death Star may not secede from either New York or Latveria, may not declare war on an interregional scale, and may not destroy Alderaan again.
--- The head of the government of the Death Star may not be tried or convicted of a crime.
---- A citizen of the Death Star shall be a full citizen of both Latveria and New York. They shall be allowed to hold office in both regions and their colonies. They shall have the same rights as a citizen living within New York or Latveria.
----- The Death Star may choose to use any currency the government of the Death Star allows.
------ The Death Star shall be given a section in the forums of both Latveria and New York. Commander Samir shall have full control over these sections and must be allowed to delete threads, posts, moderate in general, etc.
b. New York and Latveria must send at least one W.A. nation to the Death Star to support the head of the government of the Death Star. If either region fails to send and maintain a W.A. nation within the Death Star then the Death Star may secede until a new treaty can be negotiated. The maximum amount of time either region can keep a W.A. nation out of the Death Star is one week.
1. Both regions must swear to protect the Death Star and keep the Death Star's legitimate government in power.
2. If either region needs to remove their W.A. nation from the Death Star due to an invasion or raid in their main region or a region they control then they may under the following conditions.
- The government of the Death Star must approve of the move, the Death Star must be stable, and the move can only last one week unless the government of the Death Star allows for a time extension.
III. RATIFICATION
a. The Samirian Unity Treaty shall be put into effect immediately after both New York and Latveria ratify the treaty and send one W.A. nation to the Death Star to support Commander Samir.
