Introduction:
Fellow citizens, these times are filled with chaos and decline, but there is a light in the darkness! What is this "light" you may ask. The "light" is a rebirth, from the ashes New York shall rise like a fiery phoenix. The point of the Foreign Ministry Stratagem is to provide transparency. A rebirth that sacrifices our constitutional rights or democratic principles is not worth a roach within our apartment walls. Now, keep an open mind and delve into the mind of a constitutional democratic madman!
Alliances:
New York is a region which prides itself on order, democracy, and strength. Without one, the New York we all love is but a feeble shell of its true self. Our alliances should reflect our beliefs and ideals, we should not be allying ourselves with oligarchies or autocracies. However, our allies should also be active and strong. Our future allies will be both.
Annexation:
The Foreign Ministry of New York cannot directly recruit, that would be outside the Foreign Ministry's constitutional directive. However, the Foreign Ministry can form a multitude of treaties with other regions, including ones to annex other regions. Due to the nature of the constitutional legality of the annexation process, the Foreign Ministry can only voluntarily annex another region through cooperation with the annexed regions leadership. The annexed regions leadership needs to agree to an annexation treaty.
Once a region is annexed, the citizens of that region automatically become citizens of New York and the region is essentially treated as if it is itself New York (Comparable to a state in America).
Conclusion:
The Foreign Ministry will work within the confines of the constitution and strongly suggests the Regional Assembly creates a law allowing the Foreign Ministry to directly recruit future citizens from other regions.
