Introduction:
The purpose of this law is to clearly define who is a citizen, paths to citizenship, and to reorganize how the number of Regional Assembly seats is decided.
Section I: Citizenship and You!
I. Citizenship Requirements:
1. A statement of intention on the Regional Message Board of New York is necessary before citizenship may be granted.
- Must include all of the following: Last three regions of membership, a list of puppet nations, and reasoning for wanting to be a part of New York.
- ex. My name is Commander Samir, my last three regions were the Death Star, Latveria, and West Michigan. My puppet nation is We Definitely Surrender. I heard New York was a swell place filled with alligators and prostitutes!
2. Residency within New York (or one of New York's colonies or territories) for at least one continuous month.
- Requires proof of continuous residency.
ex. A Regional Message Board post at least one month old.
3. Approval by the Regional Assembly through a simple majority vote.
- New residents may officially be granted citizenship on the 1st and 15th of each month.
- The vote granting citizenship may be conducted at any time.
II. Citizenship Administration:
1. The Foreign Ministry of New York shall maintain a list of all citizens within New York and abroad.
- The list shall be kept on the forums under the Foreign Ministry section and shall be updated the 1st and 15th of each month.
2. The Foreign Ministry of New York shall investigate all individual nations seeking citizenship.
- The Foreign Ministry of New York must submit all information pertaining to investigations into residents seeking citizenship to the Regional Assembly on a secure part of the forum only accessible to the Foreign Minister,
World Assembly Delegate, Regional Assembly, and Founder of New York.
III. Grandfather Clause:
1. All members of the current government (as of 5/31/2014) shall be granted citizenship.
2. All residents with a post on the Regional Message Board older than one month (as of 5/31/2014) still residing in the region of New York shall be granted citizenship.
3. All former World Assembly Delegates of New York shall be granted citizenship.
4. All nations who have voted in a Regional Assembly election (as of 5/31/2014) shall be granted citizenship.
5. All World Assembly nations (as of 5/31/2014) within New York shall be granted citizenship.
Section II: Regional Assembly and You!
I. Concerning Regional Assembly Seats:
1. There shall be a minimum of five seats in the Regional Assembly. Laws and Constitutional provisions involving elections still prevail.
II. Concerning Elections:
1. To be a member of the Regional Assembly, a nation must possess citizenship for one month prior to the nomination date (effective 7/1/2014).
- Nations possessing citizenship before July 1st, 2014, are not subject to this rule.

By clearly defining who is a citizen, how to become a citizen, and through reorganizing the Regional Assembly, the region of New York can become a much more fair, free, and democratic region.
