Please consider and vote on the following.
When there is a vacancy on the State Assembly, the regional WA Delegate will become a voting member of the assembly and serve for the remainder of the unexpired term.
If there are additional vacancies, the regional WA Delegate will nominate a nation to fill the vacancy. That nation will become a voting member upon being confirmed by the Assembly and will serve for the remainder of the unexpired term.

Does the WA Delegate normally act as a tiebreaker in the Assembly (like the Vice President in the Senate)? If so, then I think there should be an added proviso that when the WA Delegate is serving a term on the Assembly, his or her tiebreaking powers are nullified (i.e. can't have two votes).
If the WA Delegate doesn't normally act as a tiebreaker, then I vote for the passage of this bill as written.

Well, that's a good question.
In the absence of a Constitution, (which I'm assuming we'll piece together once we have a number of things worked out), my assumption is that the Delegate is not part of the Assembly and has no vote there unless he or she is elected to the Assembly.

I am going to propose that, when it comes to vacanies and what not and elections of individuals to the assembly, we gov't leaders should stay neutral only to avoid creating any contention. Not sure how you feel though about this stuff but I personally will go by this policy.
