Introduction: - A region may be put under the control of New York if they fall under one or several of the following preconditions.
Preconditions: 1. two thirds of the active population of said region approves of the takeover.
2. The W.A. Delegate or Founder of said region approves of said takeover.
3. If the people of New York have the power to takeover said region.
Conclusion: - New York will only takeover other regions if the other said region agrees to the takeover or if the democratic way is threatened in said region and New York can stop it.
